Although this may seem a little complicated, it's not really, and as long as you follow the steps exactly as outlined, you shouldn't have any problems.
The first step is to go into Finder, create a folder, and name it as you want your new category to appear. Where you create it doesn't matter, so we're going to create one in our "Junk" folder."
Next, still in Finder, open the Track Settings folder, located at:
Library/Application Support/GarageBand/Instrument Library/
Next, open the folder in which you want your new Category, either Master, Real, or Software. In this example we're going to create a new category within the Real folder, so we open it up and find the current categories installed on this machine
:
Now open any one of the existing categories, select any one of the presets,
and copy it:
With all the prep work done, we're ready to add our category. We're going to Drag and Drop the new folder we made into the list of folders/categories:
If asked, Authenticate:
And our new cat is ALMOST ready to be used:
You may remember back near the beginning we copied a file to the clipboard. The reason for this is that GarageBand will not display the folder/category if it is empty. So now we open our new folder and paste in the file:

And we are now ready to rock! Open GarageBand, and we find our new category:
Add your New Instrument(s), and delete the one we added in Finder.
