Q. GarageBand's Metronome isn’t loud enough, can I make it louder?

A. Only by turning up GarageBand's Master volume, which, of course, makes everything else louder. The best solution I’ve found is to choose a very simple drum loop from the loop browser and extend it across the entire timeline. I use that as a Click-Track, and delete it after we’re done recording. For more information, read the tutorial All About Click Tracks
