GarageBand FAQ: Feedback Mic

Q. I’m trying to record with a microphone, but I get feedback from my speakers. How can I stop that?

A. Use headphones, or turn Monitor off

You can not have Monitor on, speakers active, and an open Microphone. You can have any two of them, but not all three or you’re likely to get feedback (This is an Audio Fact, it has nothing to do with GarageBand).
