A. Technically, no, for these older versions of Apple's GarageBand, but you’re asking the wrong question. GarageBand creates songs and exports them to iTunes. iTunes can burn CDs, so in fact the answer to the question you wanted to ask, for these older versions of GarageBand, is yes.

GarageBand '08 and later now offer the option to burn to CD directly from GarageBand itself. Look under the Share menu.
